I really didn't think that Xander would want to put Angel into the PTB's control, or have Angel suffering from guilt for eternity. Xander loves Angel too much to deliberately hurt him. I was kind of expecting some great last minute save. I certainly didn't expect Xander would just decide to give up. Maybe it's more surrender than giving up though. If he surrenders to Angelus, he doesn't have to worry about 'the Scourge' killing his mother and friends.
