Mengele is a good analogy here. Dareh poses a greater threat to Xander than any of the others because he has a chance of convincing Xander this is the right thing to do, and from there Xander would be all mentally tangled up.
But I do think he's far too much of a fighter to light the match unless he truly believed he had no other options. He just never takes the easy way out.
