Well, considering they sent Willow to a tutorial in England after she skinned a man alive and then burned him, before trying to end the world, it fits in with the skewed pattern of consequences the writers had going.
Even if Andrew had been awesome, I would have resented him, for exactly the reason you said. Since he wasn't anywhere near awesome, I loathed him. I think he was just included so they could branch out into a gay male character, without having to actually make the guy, like, ~date/have sex/romantic interests like they would have if he'd been an original Scoobie or longer-termed repeat character. I don't think there was any doubt Andrew was supposed to be gay, was there, even if they didn't say so? Would have worked much better if it had been Xander, imo, and had started as a storyline much earlier.
