Blair totally needs him. His only friend is largely absent, and he can't connect with the soldiers around him. In canon, Blair is very quick to pick up acquaintances and colleagues and even admirers. He's terrifyingly short on friends.

And I'm sure Jim would never stick a knife in Blair's back, so you know which option is left. ;)
