Devon seemed like the perfect idiot to pull a stunt like that, and I sure don't want to have to deal with the actual Angelus, so drugs were the way to go. Spike wasn't already in Sunnydale, but with incentive like that, he'll get there fast. I really tried to get the next part up fast, but the angst kept fighting me. It's up now, though.
